We are currently supporting a client in recruiting for a Procurement Manager on an interim basis. The successful applicant will have experience running cradle to grave procurements within a regulated industry (UCR/PCR).

Key Responsibilities:
- To develop, run and manage tenders, contract negotiations and requests for proposals / quote (in line with the Procurement Policy).
- Apply appropriate governance in line with Procurement Principles i.e. transparency, fairness, et al and obtain relevant budget approvals, sign-off etc.
- Strong stakeholder management and the ability to build trust with an established group of stakeholders
- Development of pricing / payment mechanisms.
- Lead on embedding procurement best practice in line with UCR principles.
- Guiding and supporting the business in application of utilities contract regulations activities in line with the NRC.
- Developing procurement strategics and contract award recommendations (i.e. tender reports) both above and below UCR thresholds.
- Directly lead on projects to drive savings, innovation and social and economic improvements from procurement activity.
- Liaise with the Franchise Team and the Department for Transport to obtain approval of Key Contracts in line with the Franchise Agreement.
- Support with Single Sourcing or Sole Sourcing where required and complete appropriate level of due diligence / governance / approvals.
- Prepare and negotiate contracts and contract amendments necessary to meet business requirements and franchise commitments/obligations.
- Ensure contracts personally negotiated are registered and regularly updated within the contracts database.
- Regularly attend stakeholder departmental meetings to build relationships and gain knowledge of their forward requirements.
Required Skills and Experience:
- Ideally, working towards or hold Chartered Institute of Purchasing and Supply Qualification (MCIPS) or RIQS
- Three years + Procurement experience in a regulated environment across the entire lifecycle (i.e. cradle to grave) and without the support of Frameworks
- Experience of tendering (restricted, open, negotiated with and without prior call for competition).
- Sound commercial and financial awareness.
- Significant experience in internal stakeholder management.
- Good working knowledge of contract law.
- Good communication and negotiating skills.
- Ability to multitask and manage several concurrent/conflicting projects and deadlines.
- Ability to work collaboratively with a range of individuals and teams in order to drive ongoing value.
